Pet cremation businesses in California are licensed through the Cemetery and Funeral Bureau, a division of the Department of Consumer Affairs. The governing statutes are Business & Professions Code, Division 3, Chapter 12 for general licensing and Health & Safety Code §9700–9703 for pet cemetery operations specifically. Providers who offer both cremation and interment services are subject to both regimes simultaneously.

Air quality permits — a California-specific layer

Air emissions permits for crematories are issued by regional Air Quality Management Districts (AQMDs), not a single statewide agency. The two districts covering most California pet cremation providers are the Bay Area AQMD (BAAQMD) — covering the SF Bay Area — and the South Coast AQMD (SCAQMD) — covering Los Angeles, Orange, Riverside, and San Bernardino counties. A legitimate California pet crematory can tell you its district and permit number.

Documentation — no state requirement, but ask anyway

California does not have a statute requiring pet cremation providers to furnish written documentation to consumers. Reputable providers typically issue a cremation certificate regardless, or hold voluntary accreditation from the IAOPCC, which requires documented chain-of-custody procedures. Before authorizing service, ask whether the provider furnishes a cremation certificate and an individual identification tag.

How to verify a California provider

1. Confirm the business license through the Department of Consumer Affairs license lookup.
2. Ask for the provider’s AQMD air permit and district name.
3. Check for IAOPCC accreditation — voluntary but the strongest chain-of-custody signal available.
4. Request a written cremation certificate and individual ID tag for private cremation.
5. Ask whether witnessing is permitted.
